Why would someone target a place with so many small children?
Becuase schools are places where the shooter is guaranteed that there isn't any armed resistance.

So therefore there is no safe and reliable way of regulating gun purchases.

Indeed they will, which is a sad, disturbing reality.
Pay attention to the details. One person was killed, then suicide? That's not a school shooting by any means.It was a shooting at an elementary school. What's the point in that? Live target practice? Go hunting if you want to shoot at live things. No child deserves to be shot. There is absolutely nothing worse in this world than shooting and/or killing innocent children.
