It just so happens that the USA was the only independent country in the Western hemisphere in 1776 (save Native American nations that had yet to be conquered) and those people got used to calling themselves 'Americans' while the people in Spanish colonies still said they were 'Spanish', or the Canadians said they were British/French. Taking that into account, a US citizen IS an American, but the USA is not America itself. I've lived in Puerto Rico my whole life, due to our political status and history, we don't call ourselves 'Americans' because, culturally, we are not people of the United States of America and thus we don't believe we are part of that national identity. If Mexicans, Cubans, Canadians, and Brazilians called themselves 'Americans', although correct, it just doesn't work culturally because of the different histories.
