2 - terrorism has a purpose

Terrorists, both foreign and domestic, usually have a political agenda to their actions. People who shoot up schools then kill themselves don't. Thus, not terrorists.

Killers are menaces to society if they have a purpose for their murders, such as robbery or gang war.
Killers are terrorists if they murder to get rid of a specific people or cause, such as 9/11.
Killers are psychologically unstable if there is no reason for their murder, such as the Dark Knight Rises shooting.

Why wouldn't someone think a foreigner who just came to the US and opened fire on any public place wasn't a terrorist? That should be the first thought of the media and most people because it's probably true, along with being mentally unstable of course.
