A photon itself cannot decay into particles with mass because it disobeys conservation and momentum laws.
However, a photon can be converted into elementary particles due to a phenomena known as pair production. For instance, when a high-energy photon collides into a nucleus, the photon can be converted into a particle-antiparticle pair, e.g. an electron and positron. The energy of the photon must be equal to or exceed the total rest mass energy of the particles produced. This is how CERN makes antimatter.
