Okay, graphics, soundtrack, and story are certainly debatable, but yes, every Call of Duty game has been mechanically sound, and those who criticize it either don't enjoy it and are overreacting, or are mad because it is popular.

That still doesn't make it a bad game. And from what i've heard, blopsII plays diffrently from mw3.
it makes a difference between different games. If i wanted to kill the terrorists over and over again, i would play COD 4. but every since cod 4 its been the same plot. People complain about Halo having similar plots but IMO Cod is more repetitive. This all started because COD 1-3 was the same thing, so when they changed it people liked it a lot, so since then its been the same thing again, but this time people keep buying it
Halo does follow the same skeletal plot but thevreason it's not considered stale, is the variety of enemys. CoD has a much harder time at adding enemies (due to the lack of, welp, variety IRL) and thusly has to either keep firefights the same or add something thay's basically the same (Juggernaughts). They've also made attempts at stealth and using vehicles. Which, while hardly anything near great, help offer some variety into the mix.
