Well, here we are. I guess that it was destined to come to this.
Most waist-packs of sufficient size/reinforcement to allow for carry tend to scream "gun" to my eyes. There is almost always an "odd look" to then that makes me pay closer attention and eventually tag the person as carrying.
IWB with proper cover, or failing that, something like Thunderwear, waistbands, or concealment t-shirts are usually harder for me to spot.
Fanny packs are a fashion minefield (for many people) and trying to combine that trickiness with CCW usually (in my experience) ends up making the CCW ever more glaringly obvious.
OT: those vests? Again more fashion than function. I am a fan of a holster designed to carry concealed, not a bit of clothing where a pocket is being borrowed for the task of carry and concealment. If it is fashionable, it usually wants to be seen. If it is concealment-wear, it is designed and intended to blend and not be noticed as well as being intended and structured for the stress and weight of the weapon.
