According to the books, even humans can slaughter space marines if they have surprise. They are consistently decimated by stealth enemies of any race. And big guns, obviously, but the Spartans have those too.
That's assuming the attackers have guns on par with 40k tech. Spartans do not. Especially 1v1. When there's a group vs a group I'd expect a marine to go down to concentrated fire, but not 1v1.

Space Marine have extremely fast reaction time and can hear things crystal clear.
But let's say the Spartan has the element of surprise, how is the Spartan going to hurt the Space Marine? The Spartan could just punch the Spartan and he is dead.

I admit that Spartan IIs would get their asses kicked by the Space Marines in a straight-up fight, but with the element of surprise and their undeniable advantage in mobility I'd say a Spartan has a 40% chance of victory against a Space Marine.

How many times has that happened in a book where the main characters are SMs? It usually happens in IG books because having a SM kill all the protagonists in a few moments would not be very fun. Indeed, Spartans have been caught flat-footed by regular humans, such as the beginning of GoO.

As it is, SMs are hard to catch by surprise. A marine was able to hear the heartbeat of an unborn child on the other side of the room, for starters. They have excellent eyesight, and when they want to, they can move deceptively quietly and fast.
