According to the books, even humans can slaughter space marines if they have surprise. They are consistently decimated by stealth enemies of any race. And big guns, obviously, but the Spartans have those too.
If you are talking constantly, by the one passage in the first Horus Heresy book, sure.
But then again, those were most likely genetically modified humans with plasma guns equalling those of the Astartes, and with invisibility cloaks that even the power of the Autosenses couldn't get through.
Spartans would have utterly demolished by such an attack, whereas maybe three Space Marines died.
Remember this also, Space Marine armour has evolved over the years. Current M.7 and M.8 armour has been shown to survive plasma pistol shots.

I admit that Spartan IIs would get their asses kicked by the Space Marines in a straight-up fight, but with the element of surprise and their undeniable advantage in mobility I'd say a Spartan has a 40% chance of victory against a Space Marine.
Space Marines aren't as slow or immobile as people think they are. Only those in Terminator Armor are.
Not even that any more, Termies are shown to be just as fast as any marine.
In the novelised version of Dawn of War, we see a Terminator dodging bullets and doing back flips.
WTF? As much as I like Warhammer 40K, that's just ludicrous. Something that can survive being stepped on by a Reaver Titan shouldn't be dodging bullets and doing back flips
