Slaves, but not slaves in the modern sense. Back then, slaves were citizens that owed the government for loaned money, food, housing, etc. The workers worked for their housing and food, and weren't necessarily subjected to the inhumane treatments that we associate with black slavery.
Not starting a religous discussion, but this is why slavery is not forbidden in OT/B.C. writings; our interpretation is horrible, but back then it was essentially indentured servitude.
