No, but I do read Chinese and there is a slight similarity between the two languages.
The picture seems to be reversed. If you reverse it, the top line reads "di xia", which means underground. The three horizontal lines under di xia is 'san', which means 3. Finally, the last character reversed in Chinese is 'cai'. Which has several definitions, but most notably it means ability or talent.
As for the second last character, it's not Chinese, so I wouldn't know.
Thats all I got.
EDIT: Oh the sign is backwards, didn't realize. Forget what I said about 'di xia' then, xia di doesn't mean anything in Chinese.
