At my college, people drop weights all the time. I try not to, but I've done it once because of muscle failure after a few reps and sets.
It's literally unavoidable if you're actually doing an engaging workout.
If you look at it, he doesn't seem to be doing it on purpose. Again, if you don't understand weightlifting, you probably shouldn't be in this thread.
I have rowing in a top national rowing team of Holland for 3 years.
I have been working out in the gym for 3 consecutive years now, with a few minor breaks because of injuries.
Never, ever have I dropped a weight, not even one time even when Fmaxing. Dropping weights because of 'muscle failure' is utter bull-blam!-. If you can't normally lift a weight don't pick it up in the first place. There is no excuse for dropping them other then 'macho' behaviour.
