Weak children need to be taught to stand up to them. A bully isn't a bully if no-ones gives a damn about him, they're like physical trolls really. If everyone could stand up to them they wouldn't bother, it's our sheltered society thats bringing about this weakness and dependance on adults.
I would argue that it's zero tolerance policies against fighting in schools playing too big of an effect.
Consider this: a bully (who likely doesn't care about his standing in school) targets someone who likely does care about their standing in school. The "good kid" will continue to endure the bully's attacks because he or she does not want to get in trouble. They deal with it until they snap, causing harm to themselves or others.
Administrators either need to get rid of the lazy zero tolerance policies on fighting and actually pay attention who is bullying who, or they need to just let kids fight it out themselves.
I got into a handful of scraps throughout middle school, junior high, and high school. Win or lose, the person who was antagonizing me left me alone. In fact, I'm friends with a handful of them.
Kids are smarter and can deal with problems better than adults give them credit for, sometimes.
