I'd like to hear some serious suggestions below.

Mine?

A Zero Tolerance policy on bullies. In both schools and in public. You bully in a school, you are instantly expelled. If you do it in public, you are arrested right there and then, and will be charged with a crime.

As for the criminal charges, bullying will be classified in Violent/Non-violent, and by the number of people involved. That way a group of boys who beat a kid up could end up sentenced to a lesser sentence than the girls who involved the entire school on facebook.

Weak children need to be taught to stand up to them. A bully isn't a bully if no-ones gives a damn about him, they're like physical trolls really. If everyone could stand up to them they wouldn't bother, it's our sheltered society thats bringing about this weakness and dependance on adults.

Its the parents fault usually if there child ends up being a bully. But you cant really do anything about that. Schools obviously need to be tougher on it.

you can't.
unfortunately there will always be people who pick on others and those who are picked on; that is how our species operates at the moment.

we can only deal with the effects and try and prevent problems wherever possible by identifying the factors that most likely lead to someone being a bully and trying to snuff them out at the earliest possible moment. i doubt it will ever go away entirely.

As an adult, if I were to make public threats the way a bully does, I could and likely would be charged with a crime.

Ohhh...you're one of them. I won't be arguing, i'm just saying it's a more likely outcome that bullying will remain a part of society as long as any sort of free society exists.

I voted for "There is no bullying problem" option just because your solution wouldn't work. Most everyone has bullied someone else at some point, so most of the population would go to jail.

Also this system would get abused for the fact that they would see any action as bullying, even if it is just so much as slightly nudging someone with a fist as in jest.

I would argue that it's zero tolerance policies against fighting in schools playing too big of an effect.

Consider this: a bully (who likely doesn't care about his standing in school) targets someone who likely does care about their standing in school. The "good kid" will continue to endure the bully's attacks because he or she does not want to get in trouble. They deal with it until they snap, causing harm to themselves or others.

Administrators either need to get rid of the lazy zero tolerance policies on fighting and actually pay attention who is bullying who, or they need to just let kids fight it out themselves.

I got into a handful of scraps throughout middle school, junior high, and high school. Win or lose, the person who was antagonizing me left me alone. In fact, I'm friends with a handful of them.

Kids are smarter and can deal with problems better than adults give them credit for, sometimes.
