no, it can still be a democracy, look at the Roman Empire for example.

It was called an empire for a reason. No one voted for the new emperor.
He might be referring to the Roman Republic.
The Roman Republic would not really qualify as a democracy either. The plebeians had very little say for a very long time and the society was ruled by the Particians. It had elements of democracy, but it wasn't a full fledged one.
