On an offensive side for NK, there only real capability from an air attack would be to hit Seoul, which would be devastating because of the massive civilian presence. There are also reports of literally hundreds, if not thousands, of underground tunnels that NK has allegedly been building for years which lead in to SK territory, so there is the fear of a preemptive attack, although it is only likely that this would happen if combat were already occurring. Think underground guerrilla warfare. NKs don't need airstrikes to raze Seoul, they have hundreds, if not thousands of artillery emplacements that can hit Seoul.
And anyone who thinks China or Russia would back NK is an idiot IMO.I'm implying that artillery has to be launched, hence an air strike from miles away. NK doesn't have the planes to engage in full on air raids.
