I always thought Cortana was translating for the Chief rather than the Covenant actually speaking English.

So the answer would be they can't.

In the novels it said something about the Covenant speaking English as a universal language. They're using it as a universal language so the member races can understand each other. Which means the Elites have to be speaking it somehow without a translator.

In most cases the Elites we heard speaking English had their speech translated. But the Covenant know the English language, and know how to speak it. But as you can see, they have a bit of trouble with a few aspects to it, as such as Jul chatting it up with Doctor Glassman.

I must be misremembering as I thought that, from the novels, when the UNSC first discovered the Covenant (was it a Jackal ship?) they couldn't understand them but then, in later novels, they had developed universal translation software.

They had working real time speech translators for Grunts After Reach was sacked. Not long after Chief's first encounter with Halo, they got ones working for Elites and Cortana got a working one for Prophets.

Some elites can speak English themselves without the translator. Its just harder for them because of the way their jaws work. Jul Mdama can speak english and I am sure Arby can too.

I miss when the Covies ingame spoke english.

I am curious too because to pronounce a lot of the sounds in the human language you need a tongue, which Elites have no sign of having

Uh...

They don't speak English. Cortana just translates.
Remember the mission "Delta Halo" from Halo 2? At the end, in the cutscene between that mission and the next, is the prophet of Regret humming a language, Cortana floats up, snaps her fingers and then he's speaking English.
Yeah, that's basically it.

Come to think of it, do we really know that all humans in Halo speak English? I mean, most languages don't last more than a few hundred years, and Halo is set 500 years in the future, which means that in that the English language would have to be, what, 1300 years old?

Maybe they're speaking a new language (which is most likely an advancement on English) and the game is just translating what they say to us.

They actually speak it, but with great difficulty and lots of practice. This is shown in Halo Glasslands and The Thursday War, they also have issues with certain sounds.

in the books they have a hard time pronouncing some sounds

i.e.:

-ips(Phillips), they pronounce it -iss(Philliss)

Where the hell does it say that? When the UNSC went three ships to check out Harvest, they get a message that was translated for the UNSC.
