At least, I think it was 60%.
So why not go the extra mile and make an actual film? It doesn't make sense.
Because he wants to make a game
Then why have it more cutscene than gameplay if it's going to be a game? I don't know about you but I buy games to play them, not to watch my character talk to another for 30 minutes.
What is there not to understand about this? He wants to create experiences that are part interactive, part cinematic. He doesn't make games for you. For one, I share Hideo Kojima's love of that kind of game. If you don't like them, don't play them.
