I think in order for there to be peace and proper justice, humans will naturally come together and form a society with rules to help protect their stuff.


In your natural state, you are totally free. You are also free to murder, pillage, and steal whatever you like. Now, no one likes those things, because you lose your stuff when those things happen, and no one likes losing their stuff. Humans are greedy; we like to keep our things.
People will naturally come together and form a society to make rules and willingly give up some freedoms in exchange for their stuff being safer.

Yes, there is always a leader within a group of people, whether it is explicitly stated or not. It is human nature; a leaderless society would surely falter.

Break down, every single one of you.

If it is just an individual or small groups of people living in relative seclusion from other groups, then no. However, since humans tend to flock together in large groups, we do need leaders. Otherwise the conflicting interests of the many groups or individuals that make up a whole will tear the community apart. A leader is needed to manage the different groups and direct their actions in directions positive to the community.
