From an engineering standpoint, it's a beautiful game. The networking improved so much from Halo 3, there were so much that was done with the engine and graphics, motion capture cutscenes are very promising, there's a lot that was done very very well.
From a story standpoint, Bungie sorta shot themselves in the foot 10 years previously when Eric Nylund wrote the Fall of Reach so that the battle lasted only an hour. It made balancing canon and making a good campaign very difficult, so I can't blame them too much for having a mediocre story.
The multiplayer suffered from numerous poor design decisions which compounded off each other to create a very bland experience.
Ultimately, the game is meh, and nowhere reached it's true potential. However, many of Reach's problems could be fixed easily if they had made different design decisions, and I look forward to Destiny and seeing how Bungie incorporates feedback from Reach.
