I don't agree with your statement that a planet could not be built.
Firstly, Gravity is a Universal constant (close enough anyway), you don't 'make' it, matter simply has it. With the technology the Forerunners had I'd expect forming a planet would be quite possible. Even if they could not fabricate the resources, they could just take them from another planet. We know they have transporter technology, and a much better grasp of Slipspace technology than we do. They could have transported, or 'slipped' a Halo into the Earth.
With regard to the tectonic pressure, it could be possible for the Forerunners to make a structure in such a way that it was protected and reinforced against such movement. The plates (at least some of them) move much faster you have stated. I believe they move around the rate your fingernails grow, about Cm a year.
This is all assuming that the Installation is located in the Crust. The Earth is 12,800 Km in diameter. Halo has a diameter of 10,000 Km. This would put it at around the middle of the Mantel.
Personally, I do not think that there's a Halo buried in the Earth. There's no point to it being there. All the rest occupy Lagrange points around the Galaxy, I see no reason why one should be different.
