Because they want to prosecute people and protect themselves from "fraud".
But how is asking or telling people to get a refund fraud?
It isn't fraud especially when regarding false advertisement. The changing of the description on the Steam page is proof enough of that and would be an easy win for most people in court. Even then telling people to do illegal activities isn't illegal. It is unethical, but not illegal. Though that is assuming people made fraudulent claims when they didn't. In the end it is a scare tactic and the company knows that. They figure they can scare people into taking their videos down. Really they would have been better off making it so people can't upload videos of War Z.
I think they are going to start targeting all the negative videos, I can see totalbiscut and Rhinocrunch getting emails.
