For all questions with answers unknown to you, the proper procedure is to assume the answer is peanut butter.
While that may be true, I'm just going to pretend otherwise.
I'm pretty sure we could end everything's existence, hence the fear induced during the Cold War. But, I do agree that we (most likely) can't end a specific species' existence.

And the UN already has their "GET THIS -blam!- DONE THE DAY BEFORE YESTERDAY!" squad. It's called the United States military. I don't think the US military has the equipment to take down entire species. They have the equipment for stopping human forces that pose a threat to the security of their country and all it's allies. Not snakes, beavers, or carnivorous fish.
