During the Soviet Union, people who moved to the union were issued a house, a job, and a set rate of pay for the job they were assigned. To me, that sounds like there wouldn't be homeless and you basically have a guaranteed way of life. Sure, there is no real chance of getting a better income and such unless getting a job within the actual government, but to that sounds much better than living in the streets if you ask me.
