Apart from the fact that the DNA was frozen, and so is basically in stasis. It wouldn't decay in that state.

Also, DNA is not a living thing, it can't 'die'. DNA is just a molecule and if it is frozen it doesn't break down. Then all the scientists have to do is inject this DNA into a Elephant egg cell, replacing the elephant DNA and it should work, IF entire DNA molecules have been found.
