Are you assuming that life will develop into civilisation almost invariably?
No, of course not. Intelligence isn't a necessity for life to thrive, such is apparent in the history of life on Earth. But considering the amount of possible life-harnessing systems, as well as the times they could've existed, it's not far-fetched to assume some might've developed civilizations.
