It varies by culture and locale.
In some cultures, maintaining eye contact is seen as being open, honest and interested in the other person. In others, it can be seen as aggressive and confrontational.
There's also the situation to consider. Elevator? Standing at the urinal? There are times when eye contact is just.... creepy.I dunno. If they are talking to me at the urinal, I'd almost prefer they make and keep eye contact. It would get rid of the fear that they would look down and say: "Cold day, eh?"
That breaks proper urinal etiquette. You don't take the one next to another man unless there are no open stalls or other urinals... and you don't talk to the man next to you...and you sure as hell don't look down.
