Flood.

Is it respectful or disrespectful to avoid eye contact with people you don't know? In public I tend to make short glances or not even at all. I'm not a cowardly or arrogant person, infact, out of consideration, I don't want to intimidate people.

Its rude to either lock eyes and stare them down, or to avoid contact all together. You should look when making a point, or when they are making one, but don't lock eyes and star into the depths of their soul. Contrariwise, when you avoid eye contact all together you send the message that you either are lying or are ignoring them.

It varies by culture and locale.

In some cultures, maintaining eye contact is seen as being open, honest and interested in the other person. In others, it can be seen as aggressive and confrontational.

There's also the situation to consider. Elevator? Standing at the urinal? There are times when eye contact is just.... creepy.

one time a guy started on me because he thought i was staring at him so i decided to avoid eye contact with strangers at all times after that day. don't care whether it's respectful or not

Eye contact can do so many things. Sometimes it's better to keep it, sometimes it's better not to. It really depends on a lot of things. Who you're with, what situation you're in. A lot.

I dunno. If they are talking to me at the urinal, I'd almost prefer they make and keep eye contact. It would get rid of the fear that they would look down and say: "Cold day, eh?"

That breaks proper urinal etiquette. You don't take the one next to another man unless there are no open stalls or other urinals... and you don't talk to the man next to you...and you sure as hell don't look down.
