How long is the "cooldown"? Should it be shorter or longer?

Why does it prevent users to create threads in the main forums after having created a thread in groups?

It's probably one of those wont fix, by design things, but posting in a private group is not the same as posting in the main forums. That's why it's called private group and thusly it should not be affected by it.

I feel that it serves a valuable purpose in both public and private forums in that it encourages posters to take the time to write a thought out response rather than a quick reply that adds nothing to the discussion nor further debate.

I think Bungie assumes that you will put thought into a post, read some posts that have popped up whilst you were writing the original, and then take some time posting again.

You should never need to post twice in 30 seconds.

Do you know about time travel?

The default time is something around 30 seconds, but with repeated attempts within the 30 seconds will lengthen the time from what I understand. The purpose of this is to prevent spam such as a user constantly creating threads just to spam/troll.
