A quick search of Wikipedia reveals that French Guiana is indeed a department of France so, in fact, France does border Brazil.

All French overseas territories constitute as part of French territory. You could argue the Madagascar border France because of Reunion.

No. French overseas departments have the same political powers as mainland departments. They are not "territories" in the sense that Guam or American Samoa are territories. They are fully incorporated into the country.

I consider Hawaiians Hawaiian and Alaskans Alaskan. Although since Alaska doesn't really have their own native population that isn't Inuit, it may be an exception.

I consider Hawaiians Hawaiian and Alaskans Alaskan. Although since Alaska doesn't really have their own native population that isn't Inuit, it may be an exception.

I judge by culture, not race, and Hawaiians are pretty damn American. Residents of French Guiana and other French overseas departments are likewise very French people, perhaps not in the color of their skin, but in their disposition.

Like Hawaii, the residents of those two states are largely non-whites. Oklahoma is full of Native Americans. So do you consider the residents of these countries Americans or do you distinguish them from us as you do with Hawaiians.

Well I mean here's the problem with Oklahoma: if I were to distinguish, they are Americans. Like, American Americans. They're more American than the whites are. And they're on the same piece of land that is a majority of the US. So basically there wouldn't be a difference in my linguistic labeling of them.
