One problem is that if UN decides to intervene IF (VERY BIG IF) those group actually used chemical weapons, then there is high chance that US will be somewhat involved as well.
Using chemical weapons in the war = every nation in UN becomes mad or wary because it's against the Geneva Convention, I believe. World War I saw extensive usage of chemical weapons and World War 2 as well, that set final stone for Geneva Convention to ban on usage of chemical weapon in the warfare.
The Geneva Protocal, Biological Weapons Convention, and the 1993 Chemical Weapons Convention are what you're thinking of. WWII didn't see much chemical weapons use outside of China, so a better documented and more example of their usage is the Iran-Iraq War a.k.a. the First Gulf War. The Iraqis used a helluva lot of chemical weapons during that war.
