-Chief plays like crap. Low jump height, lack of traction, takes forever getting in and out of vehicles. Noble Six reincarnate.
-Vehicles play like -blam!-. Scorpion's so slow and it's MP nerf makes it a poor choice for campaign. Wraith is more faster but it's increased bullet drop forbids use outside of it's autoaim range. Ghost no longer goes flying at random but it's still crap to drive it around walls. Hog doesn't flip as frequently as in Reach but it's still bad at maneuvering. Banshee's flips are pointless, it's fuel rod cannon is useless. Mantis is lame, enough said.
-Level design is god awful. Soft kill zones everywhere, strict invisible barriers, no solid out of map locations. Reach wasn't this bad, you had means to get past these. Oh and let's not forget about the holes in the walls and ceilings, that's a pretty big screw up. Reclaimer has a ton of those, though in that case, I'm actually glad they're present because fighting off waves of Ghosts and Wraiths for a ship's grav lift to suddenly become accessible is just stupid. And the rocks, they're so goddamn slippery. Getting out of the level using those is a pain in the ass! Lack of checkpoints on some levels and huge distances between them on others. Lastly, you have to do tons of waiting. In PoA, on Legendary, you didn't have to wait in the cryotube or punch open the broken door. In Dawn, things always plays out the same! And let's not forget how in some sections, you're forced out of your vehicle (i.e. right before the sniper section on Reclaimer, end of Reclaimer, if your Ghost is heavily damaged, when you're in the Banshee on Requiem). Disgusting! Oh and the loss of worthwhile or game changing easter eggs. And of course, the lack of ammo + disappearing weapons + forced weapons (especially on the Promethean levels).

-Legendary is still 'cheating bastard, dumbass, bottomless clip, fuel rod spamming, grenade spamming, extremely high enemy damage, weak Master Chief' bull-blam!-. Not one thing admirable about the enemy AI. Pretty damn frustrating and often, they're total pushovers without their cheap -blam!-. Not a challenge at all!
-Marines are noticeably pathetic in this game, especially since you have to keep them alive to even stand a chance during the holdout fight on Infinity. They're hard as -blam!- to control. In Halo 3, you could move them around by running into them while swapping guns. In this game, if you're too close to them, the prompt won't appear. Also in Halo 2 and 3, if you parked the Hog's driver seat against a wall, the marines wouldn't be able to drive off with it AND would stay right next to it. In this game, they can magically teleport into the driver seat.
-Easy is just unplayable. You're no longer a god. Your shield takes eons to start recharging, you can lose your shield pretty damn quick. There's no viable AI collections, no massive battles to engineer. There's no fights between different enemy factions to orchestrate or enhance. Normal and Heroic are even worse, they're pointless. Normal is the new Heroic? LMFAO Heroic was defined by AI. Normal is just more damage than before...
-Sandbox is always based on MP gameplay (in this case, every gun having a niche), even in the Campaign. DMR is pretty much the only reliable precision weapon due to it's magnetism, autoaim, range, firing rate, and power. Covie Carbine and Light Rifle are useful to a lesser extent. BR is only there for nostalgia. Plasma Pistol's only worth picking up for it's overcharge. Needler's not fun to use and not fun to fight.
