This is a small town. Growing up in a small town (way larger than this one, but still small), there is going to be favoritism amongst local police force.

The point of the media is to call into question situations where things don't seem right. This is one of those situations.
What isn't right about it? The police did their job and the guy got ticketed for breaking the law. Anything more involves more information on the situation that went on which the article purposely leaves out. That is a sign that the article is making a big deal out of nothing.
I've linked Iowa law. You can't shoot a dog for playing on your property. Shooter said he shot the dog because it was on his property. Illegal.

Understood. However, there is also the application and enforcement of state law as it is practically applied across the state. There is an undeniable difference between how the law is interpreted and enforced in rural, suburban and urban areas. What would be an outrage and a clearly criminal act within the limits of a reasonably sized town or city may be seen as an over-reaction out in the "boonies". I know, not perfect, not "fair and uniform", but a reality.

For example, I doubt that most dogs in that town are lawfully and properly tagged, collared or leashed. Especially since this town is nearly 90 miles from Des Moines.

Again, I am not saying that this isn't a simple case of "crazy nutter shoots a cute puppy", but I suspect that there is plenty of small-town intrigue going on.

This happened in Iowa. Under Iowa law, you cannot shoot an animal on your property unless 1) the animal is threatening your life or 2) the animal is rabid.

The man told police he shot the dog because "he didn't want the dog playing in his yard." That is the motive they will use in court.
So, we have established that he didn't shoot the dog because it was threatening or because it was rabid. He was therefore outside of his rights, and the lady can sue.

She could sue for animal abuse; intentionally killing an animal is animal abuse under Iowa law. This is an aggravated misdemeanor with a fine of $500 to $5000 and/or imprisonment up to 2 years.

Depending on how close the woman was to the man when he discharged the weapon, she could also sue for reckless endangerment. Fines/jail time vary.

She could also for criminal mischief, AKA destruction of property, which would only fetch a few hundred dollars.

And if she's being neglectful, the appropriate response is to call the police again to have them enforce the law.

With a population of 120? It's rural. A cluster of homes and less than a dozen streets (you can probably shout from one side of the "town" to the other) doesn't make it suburbia.

True, but it is still within his right depending on the law and situation of the given town/state along with the police's interpretation of the situation. Unless there is proof that they didn't do their job correctly then the case is closed. Though I considering how police often choose to only ticket a person for one crime it is possible that what he did is against the law. However seeing how that is a common practice I would love to see someone going to court saying the police officer didn't do his job when he issued a ticket. Chances are the police would win.

He's not mentally sane is the problem. Someone who gets kicks out of killing an innocent animal for no reason what so ever has a degree of instability. The same kind of people can one day end up doing even worse things.

He's just as bad as the people who got a stray dog, skinned it alive then set it on fire. It lived for a few days. They are not mentally stable, I want them locked up for life because someone who does this for kicks and laughs to any animal, be it a dog, cat, deer, moose, squirrel, or a tree octopus, has serious mental instability. Instability that makes a serial killer or murderer. In fact many serial killers actually practice on animals.

Even if he's legally right, assuming that they state that they can play loose in rural settings with Iowa law which states that you can't shoot a tagged, non aggressive dog on your property, he's still a massive giant -blam!-ing -blam!- for killing a person's tagged, non aggressive pet.
