Because right now, the only message I'm getting is that country/small town folks all have this "looking out for myself and my family only, -blam!-ing shoot everyone else looking at us crosseyed" mentality.
It's been explained that this is not the case with the incident in question (which appears to have occured with neighbors that are relatively close to each other, but I will attempt to answer your question, since it appears to be an honest one.
On a farm, ranch or out from the 'burbs, if you see an animal that is not "yours", then it is a stray. A stray dog stumbling across a farm, ranch or other home that is "outside of town" is a threat to your property. A stray dog is not much different than a coyote, fox, or other predator. If you have livestock, poultry, or other source of food for this stray, that animal may be viewed as undesirable. Shooting such animals is not uncommon.
Now, this is a really small town, but the homes "in town" (the town only has 39 families with a total population of 120 people) aren't that many and everyone likely knows each other. If the dog was shot within "toss and fetch" distance of the home that the dog-owner was visiting, then (IMO) this was an improper reaction from that homeowner and I strongly suspect that there is more going on in the story than "I shot it 'cause it were trespassin'".
But the concept of stray/loose dogs being pests is not unreasonable or that strange in the less-populated areas of the country.
