But the concept of stray/loose dogs being pests is not unreasonable or that strange in the less-populated areas of the country.
My statement was made in frustration at the assumption that I'm completely clueless about the ways of the world outside my suburban city. I am aware that there is a population of stray dogs in the USA, and worldwide, and these animals will resort to their baser instincts and will attack people/livestock.
Such cases warrant the shooting of the animal. But that does not seem to be the case here at all. I doubt that the dog running around in the snow could look like a stray/feral/wild dog at all. The owners home seemingly has no livestock, so they weren't in threat, nor was the owner himself, being safely inside.
If this is something more like you say, then that only makes the guy worse in this situation, killing this dog out of revenge against his neighbor for which he holds a grudge.
