Subject: Buying Skyrim For PC

So I recently found a website (which I will link below) that sells The Elder Scrolls V: Skyrim for a little over $20 for PC. But I'm kinda weary because it says when you first install it, you need a Russian IP (VPN). Is it okay? Someone mind explaining why I would need to do that?

Linky.

Thanks for the help.

I'm not sure what you're looking for.

Way too shady for me to do. I would rather just pay more for a copy from a retailer I could trust.

Steam = $40 (for now)
This webiste = $20

And if I buy from this website, I should still be able to mod, I assume.
