And what makes you, or anyone here who has had no experience working on the Halo series, so informed and understanding about John as a character?

I believe Bungie wrote 117 sort of emotionless and quiet on purpose, because it allowed the player to use his imagination on what he's thinking in any given situation. Sure, he had this certain locked path in what he says and what his stance on some things are, but most of it was free for you to interpret. 343i may be in charge, but that doesn't mean they "understand" Chief's character. They just wrote their own interpretation of him reacting to his surroundings and the situations he's put in Halo 4. That said, I can't say I found anything disagreeable in what they did with the Master Chief. It all made sense for the most part.
I do think he became a lot more uninteresting as a character, however. He's just not that enigmatic anymore, nor does he make you think as much about him. It's all kind of spoon-fed now. They might as well take his helmet off, because it won't make any difference.
tl;dr
while john's character in halo 4 had much more depth than before, he also lost nearly everything that made him so intriguing in the first place.
in other words, you don't have to be a writer in the Halo series to understand the Chief's character.
but uhh, I guess Halo 4 changes that huh.

Bungie let go of that concept when the books were coming out. Why would we be filling in the chief's character when there are like four novels adding depth to chief's character? If you want that, play halo reach as noble six.
the books had been released simultaneously alongside and during the Halo games from 1-3. They didn't let go of anything at any point, because Halo games by Bungie after H3 did not feature Master Chief. It was 343i who let go of that concept, not Bungie.
As for Halo: Reach, I didn't enjoy that game. Largely because it was just boring (to sum it up in one word) and secondly, because it was a prequel. From the beginning I knew the end and thus did not care for the characters. Their stereotypes really didn't help either.
