Yeah, it's a bit like the ol' "nature vs. nurture" debate. When a human is born, do you believe they are:

1.-Born inherently "good", and only the perils of the world and our society can turn them into "bad" adults

2.-Born inherently "bad", but can be kept under control by an orderly, peaceful life

3.-Born as blank slates, who can be influenced either way depending on how they are raised/the environment they are raised in.

Blank slates, though with predispositions to certain emotional states which can influence how they react to environment.

Seeing as Good and evil are both human interpretations, before you have achieved the ability to understand human interpretation you logically cannot be either.

When you are born you don't know anything, and you learn by what is around you. If a child grows up in a household with drinking and what not, they are a lot more inclined to be alcoholics. It's because they grew up in that environment and it's all that they know. But if they were to grow up in a household where they are disciplined, then they will grow up wanting to follow rules and therefore being a good person. But there are always influences outside the home that can change a person. So in my opinion, it starts in the home, but outside influences can still change someone.

Good or bad is subjective, If you are asking if people are born with a tenancy for destructive and dangerous behavior or that they have a tenancy for constructive behavior suited to a valuable member of a community, I would say that the potential for either exists and certain qualities are encouraged more than others depending on the environment.
