Bethesda should hire another company to make a linear FPS that takes place during the Resource Wars that came before the nuclear apocalypse in Fallout. That would be epic. Also it would be interesting to find out who fire nukes first.

In a post apoc situation you can help rebuild. In a apocalyptic situation all you can do is watch the world burn.
It would set up a really interesting story, and world to explore as it changes over time.
the apocolypse is bound to happen there is no stopping it, thus you can not change the situation as much in the given setting compared to another one. Games are meant to be interactive and you as the player should have the ability to change situations. In a apocalyptic setting the player simply cannot change the course of events as much as compared to another setting, and thus why other settings are more prevalent in games.

That is very true to a degree. It can be possible to address that issue, we just probably have not thought of it yet. A Developer with the courage to tackle this idea will have to find a way.

I think it might be a japanese game US port.
I remember that can 2 best friends did a video on it, it was for the Wii.
