With that logic, the PC and all consoles don't work.

The point is:
-it enables indie devs a better channel to release games
-it enables smartphone games to grow and become fuller
-it reinforces the market of smaller non-AAA games as well as emulators on a full HD TV with the price of smartphone games.

I don't see how it is a better way to release indie games other than giving out free software which as I said before can just people port games to the PC. If anything I can see a lot of people ruining online games on the OUYA. As for the making smartphone games be just lol. Smartphone games are already ported to the PC in a lot of cases involving the good/decent ones. As for the last point again you can do all that on a PC without spending the $100.

It's still more expensive and time consuming publishing to PC than it is to OUYA.
