Subject: Which game has the best dual-wielding?

Butt ugly ape” remarked Sergeant Johnson always making fun out of the situation even though he had been hit by a spiker round in the arm. He mustered up the strength to continue and the team moved on. The Arbiter informed him that the next room held The Prophet of Truth and this was the final room before extraction. Jun proposed that he takes a shot from a distance the prophet and they all head back to the ship bay for extraction. The team agreed on this and breached the last door…

I really dont know for me.

Maybe Halo 3. There probably are a lot better out there.

Dual Wielding tends to be a gimic in every game I can think of off the top of my head. It's either a straight up dominant strategy (who wouldn't want to double their damage output?), or it's made horrifically ineffective in an attempt to prevent it from being a dominant strategy, and even worse, the weapons that are dual wieldable become half weapons to compensate.

It's something that looks flashy in the movies and on paper, but it just doesn't translate well into the world of games I feel.

This. I've yet to see dual wielding done well in a video game.

Halo 2. Made you feel like a badass dual-wielding those SMG's for the first time, or the pistols. Got kind of over-played though when people found out you could use the plasma pistol to knock out someone's shields, then pistol them to the head right after for a easy kill. I liked it though, it seemed fairly balanced at the time.

I found it even less effective to dual wield in Just Cause 2, mostly because if you dual wielded two of the same weapon, you didn't get double the ammo, which only caused you to run empty on both your weapons faster. And I found the dominant strategy in that game was simply to get headshots with the SMG. Dual Wielding a pistol or a grenade launcher was unneccessary because I only needed one gun to take care of a target.
