Nope, "skill" on PC is more directly related to the rig the person is using. What I find is that PC players are generally better at positioning, leaning very specific tactics, and general game know how, but no nesisarily better at "gun play", though a mouse and keyboard are FAR better for aiming than a controller once you learn how to use them.
Because most gaming rigs are totally different from one another, positioning and team play become much more important in games like BF3 on PC, while on Xbox because everyone typically has the same network and set up, you can do more CoD style running and gunning.
This shows majorly in popular games on different consoles. PC players are known for Counter Strike, LoL, etc. While xbox is known for CoD.
