To me it's a no brainer, Bungie is run by geniuses when it comes this shyte and I could think of a hundred reasons how they could introduce the spartans for halo 3. Let's see, On the ark they come, Johnson saying your friends are here, in the middle of the mission Cortana in her messed up state could be crying about them, giving some back history, hood could bring them up, they could contact you. These are my bad ideas i'm not really thinking, cuz i'm not getting paid like Bungie employees.
But how about the second mission is just someone tells you "we need help on Earth, the covenant are attacking blah blah we need help Chief!" Fight a lil bit, then you get to your objective but everything is already dead. Then a little blue light appears on your screen with a pointer. Acknowledgement light!!! Then you notice Linda Fred and Will, maybe a few marines and cue cutscene with John doing his MC walk and all the spartans make the smile gesture (one finger touching middle of visor). Then a marine goes, "You guys know each other?"
Then maybe Hood or Cortana or even Johnson could say something like good to see you found your friends or somethin. i dunno thats my idea.
PS: I can think of some reasons why the spartans weren't in halo 2. The Spartans were rarely together because they were so efficient that they didnt need to be in large numbers. At the beginning of Halo 2 MC was at an award ceremony for his duty on Alpha Halo. The other spartans were not at halo so they didnt have business at Cairo. They were elsewhere and couldn't get to MC in time, probably busy elsewhere because we have to think of the Halo universe beyond the games, things happen other than what they show you.
pps: in the level Metropolis that one marine says "When i asked for back-up, i didn't expect them to send a Spartan!" Which hints at other spartans being busy, because usually people just say "Hey, its the Chief" not "OMG it's one of the spartans." Just to ponder...
EDIT: the humans at earth were not expecting an attack from the covenant so soon, another reason*
