It's not because the 40K factions are necessarily broken and over-powered, but just because of the resources they can muster. I'm a big Halo fan, but I'm starting to gain interest in Warhammer 40K....

Honestly the Imperium alone could beat all 3 of the opponents combined, provided the Emperor is alive and well.

The Flood, with a 100% infection rate if you so much as touch it, or breath the same air as it, would welcome a suicide rush. 40K, being as big and powerful as it is, would ironically fall to the Flood faster than a weaker, smaller universe. Especially given the universe's mantra of throwing enough bodies at it until it stops coming. The Flood turns every advantage its victims have against themselves; it's what makes them so dangerous.

And with the Orks, the Flood suddenly has an infinite food supply.

Though unless the Jedi can use the Force to stop Chaos, the point is moot.

And? The Forerunners used stars as weapons against the Flood. ** They'd shoot it with their ships, cause a star to supernova and wipe out the solar system the Flood was in, vaporizing them completely.

They still lost.

**that's another thing. Forerunners are already comparable to much of 40K as is.

Asset denial is the only way to slow the Flood down. When they attack in full force you have two options: die, and die faster. You either join them, or commit suicide. Exterminatus is a self-destructive act used only as a last resort, usually when a planet is overrun. With the Flood, no matter who wins, you lose.
