If you perform perfectly with a sniper rifle, a player won't be able to fight back, where as an easier to use but lower reward weapon places players on roughly equal footing. This means that in order for one rifler to beat another rifler, they have to rely more on positioning and movement, which has more unpredictable factors involved.
This might sound like I'm trying to say that sniper rifles are over powered, but I'm not. Most of the people who complain about sniper rifles being over powered mostly just haven't learned how to properly counter them. Yes, there is less explicit difference between a good sniper and a passable sniper than the explicit difference between two players using most other weapons, but I don't think I've ever seen a bad sniper make people mad (unless it's for letting their team down).
