Well, here we are. I guess that it was destined to come to this.

Sounds like you are logged in as a non-administrator account.

Are there other accounts on the PC?

Sounds like a virus to me.

I'd reccomend something to actually fix it, but seeing as how you relied on something provided by windows to protect your computer running windows...

...Well, I'm afraid you can't download common sense, mate.

Edit: In an attempt to be more helpful, it could just be a problem with Windows Security Essentials - Even though I run XP, I have no experience with the program. I do have experience with malware that prevent me from opening programs (including antivirus programs), supposedly because I lack permissions or the files are infected.

MalwareBytes' Anti-Malware (MBAM) is a free and comprehensive virus scanning tool that has saved my computer twice over from similar problems (and no, I'm not being paid to talk up their product, in case anyone is wondering; It is one of a group of problems to which I trust the security of my computer).

The problem is trying to install it and get it running before the virus (if you have one; I can't possibly tell you for sure) kicks in and prevents things from starting up, which may or may not be possible.

I'm not familiar with it, but if it doesn't go away, that's problematic. You've tried removing it with Add/Remove Programs in the Control Panel?

The bungie.net community is the halo PC community that is renowned for being unbelieveably sucky.

What the guy with the orange text said.

Solution to these issues is almost always right click, run as admin.

And the highest setting (while the most secure) will sometimes prevent some programs from running. Lower the setting/security and see if you can then run MSE as an admin.

You may even get prompted if you want to let UAC not alert on MSE, and if you do, select that option.
