Evolution is a very logical, albeit lengthy, process. Placing the brain in a place where it can easily connect to other parts of the body while not being somewhere that builds a lot of heat is ideal.

It is like mounting a CPU on a motherboard. Of course, the heating situation isn't as good, but that is what fans and liquid cooling are for.

The skull protects the brain. The scalp is a shock absorber for the skull. If our brain was anywhere else it would be an easy target for predators.

Not perfect, not by a long shot. Evolution is more coincidental than anything else - for instance, wisdom teeth. We're slowly evolving wisdom teeth away, because more and more people are being born with fewer wisdom teeth. If two people with two wisdom teeth produce a child, that child will likely have two wisdom teeth also, and sooner or later more people are born with two wisdom teeth as opposed to more. If it continues there might be children born with only one or no wisdom teeth, and it'll continue from there.

All of evolution works like that. We don't evolve because our species realizes 'oh, let's have it like this from now on!', it's because there are more people who have a certain trait than people who don't and pass it on faster than those who don't.

If the brain and the heart were in the same place we would have less places to worry about, and the skull could be molded to give extra protection to both the brain and the heart.

There's no such thing as "fully evolved." Being fully evolved implies that evolution has an end-game, or a purpose.

You don't "see" evolution any more than you "see" erosion that turns a river into the Grand Canyon.

Well right now all these defects are solved with medicine and not genes because a lot of people are still born with defects.
