Yes, because the art community has deemed them so for a long time.

The effort that goes into making one definitely alone is considered art. From story telling, to interaction, animation, environmental design and character development.

A million times yes.

In my opinion, anything that can theoretically make you laugh or cry can be art (don't take that analogy too far). And while I've never cried because of a videogame I've certainly felt some kinda of connection with an elite band of characters.
