Ok, having actually read the Terms of Use for Xbox Live, I noticed a crash between what's said on there, and what Achronos has personally said.

In the Xbox Live Terms of Use, it says "[Do not] Make false complaints or provide false feedback about other users of the Service."

That's understandable, but Achronos has said something along the lines of "Cheating is what you decide it to be." (I will get the link and then quote from MLG Cheewahwahhhaaazaa when I can.)

So how does this work? You're supposed to leave feedback on anything you think's cheating, yet you're not supposed to leave false feedback. :\

(I will update this with Achronos' quote as soon as I can.)

If you also noticed, manipulating any glitch in a game to give oneself an advantage is cheating. I think when Achronos said that he was simply referring to cases such as that. People can choose to not leave feedback, or they can choose to leave feedback. However, to leave feedback on a person because they beat you (even if they did because they used some power weapons the whole game) would constitute false feedback.

If Achronos said something like that, I will assume he did not mean that just because a player doesn't like losing doesn't mean he can declare the other person a cheater to the system. I assume he was referring to controversial cases like super bouncing and BXR stuff.

That's why I need to link and quote. I've asked The Flood, but I doubt any of them will have it. I know MLG Cheewaawawawaa has it as he posts it every time a BXR thread comes up, but normally I ignore him.

It doesn't really matter what is in the cheating FAQ - the FAQ is meant mostly to inform people about the banhammer (which is used for modding and standby type cheating only). All other kinds fall under the standard usage of every other Xbox Live game - as in, use the feedback system if you see someone cheating. Exploiting a bug (superjumping, animation glitches like BXR) are against the terms of use, and therefore should be reported using the feedback system. Enough feedback actually will get someone banned for various lengths of time from ALL of Xbox Live, not just Halo 2.

I believe I found the quote you were looking for in this thread, too bad it's just somebody quoting Achronos and not the direct quote (I hate when people don't supply sources). Anyway, Achronos is as constant and all-knowing as normal:
1. Any use of a glitch/bug in a game to acquire an advantage is cheating on Xbox Live. This includes but is not limited to superbouncing, flag through the wall tricks, leaving the map boundaries, triggering an animation bug using a sequence of button presses (BXR, etc.)
2. Anytime you see someone cheating, you should leave feedback on them, but it is up to you whether to do so. You define whether an action is cheating - you can define the above actions as normal, or be hardcore and define all of them as cheating. Since you're the one reporting the cheater, you get to be the ultimate arbiter of if cheating is occuring. This is a very obvious thing to say, but most people don't understand this.


So now you know, and now I can lock this since it really doesn't belong here anyway...
