In Halo 4, the spartans are spartan IV's who are entirely volunteers yet they are faster when they walk that spartan III's who ranged from kids to volunteers. So why are they faster? Since IV's are cheaper alternatives to the projects before would they not be better?

Because 343 has trouble with continuity. As much as I enjoyed the story and whatnot of Halo 4, that's just a fact.

two things come to mind:

negligible game mechanics (meaning they didn't think the canon was that important enough to merit a change in the game mechanics)

or

better technology to increase speed

True about the second part since their armor is seems like a bikini compared to past spartans who basically had heavy winter clothing.
