Don't do anything you wouldn't want to have to explain to paramedics. Trust me, I'm a pilot.
To me, spanking is abusive in the sense that it allows to the child the idea that hitting is okay, while at the same time making the child fearful of the person in power, be it parent or guardian.
Personally, I think there are much more effective ways of punishing a children than hitting them; you can temporarily take away a valued possession, you can place them in a corner, or you can threaten them by or by not doing something. The list goes on, but there are plenty of alternatives. Of course, only the parents know their children best, so it is up to the parent which punishment should be used.
I was never spanked as a child by my parents. All my parents had to do was threaten me with something I valued, and I knew better than to keep doing what I was doing. I would say I turned out alright; I'm a licensed glider pilot, have a great average, and will be going into mechanical engineering next year. I think that, with so many other effective alternatives to spanking available to parents, spanking should be somewhere near the bottom of that list.
