They outsourced it to a company called Liquid Development. Liquid Development made them.
I'd post my source, but I'm not sure if linking to Reddit is okay here? Anyways, Liquid Development is indeed in the games credit, and was credited, and the company does have a website that will be updated soon saying they did the modeling, and the entire employee claiming this seems to be legit.

So anyways, Flood, let's recap.
They didn't even make half this game. Seriously.
343 didn't make the Crimson Map Pack, and neither did Certain Affinity. Digital Extreme did.
Certain Affinity also made the Forge, and also created almost all the on-disc multiplayer maps and the Dominion gametype, plus theater.
343 also didn't have to make any of the CGI for Spartan Ops. Axis Animation did
343 didn't even make the damn armor in the game. Liquid Development made them.
Halo 4 doesn't even run on a new engine that took years to make, it ran on a modified Reach engine, so 343 didn't have to slave over and spend years making an engine.
What the hell did 343 with their Hundred Million of Dollar budget, and their 3 (4?) year development time?
Oh, yeah, they did this. Played around and made Grunts eat lunch, instead of making this damn game.
Hey 343, since all you did was outsource the game to different companies, just outsource Halo 5 and Halo 6 to Bungie, so the games actually turn out decent.

What are your thoughts on this Flood? The fact that 343 outsourced basically half the game? Seems like everything in this game was thought of/concept was made by 343, and then sent to another company to actually create.
