If you actually watched the documentary of the trailer, they clearly say its The Masterchief.

Thats why in an update Frankie stated, clearly for all to read that it was indeed the Master Cheif(John). Also all Spartans where the same armor, the same exact type of armor sex makes no differnce to them.(sorry about some of the spelling)

Another excerpt:

That quote was referring to the MC’s first set of armor, Mark V, after years of use. The MC got another upgrade prior to Halo 2. It is easy to infer that he has not gotten another upgrade to Mark VII prior to the Halo 3 trailer. In any case, that description completely fits the way John-117 looks in the trailer.

The armor is not new, and the MC does not look terribly surprised at the structure.

And since when can John-117 be the only one to send signals to other Spartans? It's a comm system, they can all send/receive.
